(This is the geeky version. An introduction to some of the jargon is at What? Huh?.)
I (Sebastian Banker) bought the sebbo.org domain name in 1999. It's been hosted ever since by Dreamhost, which I've generally found to be an inexpensive and powerful service.
I'd had a small page on my ISP's server for a year or so before that, but I wanted to snag sebbo.org while it was still available. My father wanted to know why I hadn't taken sebbo.com instead. I tried to explain that it's a personal site, it's non-commercial. None of this made sense to him. "It's snobbery," I said. That he could buy.
In Febuary and March of 2004 I moved most of the site over from static HTML pages to the Blosxom blogging and content management system. Though I've pruned some of the most embarassing and outdated bits of the site, there's still a lot of self-indulgence I moved over. There's also a lot of the history of my learning to use HTML, which is why some portions of the site are marked as valid and other's aren't--I just don't have the patience to fix some of my older messups.
Most of this site was written using NT-Emacs. With Dreamhost's Samba filesharing support, I can now save files directly to my data directory without having to much around with FTP or web forms or any of that-all.

Wondering why you named it sebbo.org, my last name is Sebbo and wondering if you or someone you know has the same name? Don't know of many Sebbo's here in the U.S.
