Further experimentation found a solution, Adjusting Contrast down in the video card settings fixed things up right good.
How they got askew, though remains a puzzle.

It must have installed something which adjusts your monitor's Gamma curve. Not being a windows user myself I can't give you much more info about specifics of how to fix it, but try poking around in the displays control panel under color profile or somesuch.
